According to the text from the Microsoft Spam Fighters Program:

Join Microsoft SPAM Fighters

When you get the email, just click the Join the spam fighters button. Helping is easy–every once in a while we’ll simply re-send one of your email messages and ask you if it’s junk or not. One click and you’re done. This helps us fine-tune our junk email filters to better protect you and everyone else. The messages we send you are real messages that were addressed to you. We’ll only send you one message a day at most, and you can quit at any time.

You’re done. You’ll get a message that confirms: “You’re now a member of the elite few who help us put spam where it belongs!” Of course, purists will say it’s Microsoft’s job to do all the work, and why should the company send us spam on purpose? But if we all help, it can benefit everyone. It’s just a simple click of a button to join. It’s also a simple one-button click to mark a message as SPAM. It will be interesting to watch how this new program works since I mark out SPAM all the time… You need to be logged into your Microsoft Account and using Outlook.com How do I opt out of spam fighters?
